Horley Town Council’s Annual Town Public Forum and Town Award Presentation – 15 May 2026
The Annual Town Public Forum of Horley Town Council, held on 15 May 2026 was very well attended. Members of the public received a range of updates and reports from the Council, including presentations on the Smith’s Charity Horley, St Bartholomew’s Church and from the Community Foundation for Surrey on the Horley Edmonds Community Fund. The Annual Report for 2025/26 was also presented along with informative updates from the Council Chair and Committee Chairs.
We would like to sincerely thank Borough Council Leader, Cllr Richard Biggs, for participating in the meeting and providing a very informative update on Local Government Reform and Devolution together the role of the East Surrey Shadow Authority in this transition year. We were also delighted to welcome the Mayor of Reigate & Banstead, Cllr Rich Michalowski, to the event. We are most grateful for the continued support shown by our borough representatives and for answering questions from residents on local issues.
The Guest Speaker this year was Peter Moxley from Horley Lions Club, who delivered an interesting and engaging presentation on their vital work in and around the Horley area. We would also like to thank their friendly lion mascot for joining us!

Another special highlight of the evening was the presentation of a Town Award to former council employee, Judy Morgan, in recognition of her exceptional and long-standing service to the community through her dedicated service to Horley Town Council.

Part of Judy’s citation reads:
“Judy made a lasting impact on the organisation with her innovative ideas, from helping to modernise office procedures to streamlining online meetings during the covid pandemic and helping to develop efficient practices to support new and returning councillors to public office. This included the infamous Big Bus tour of council parks, open spaces and community buildings. She was also instrumental in delivering capital projects, including financial control for the new Café Pavilion at Horley Recreation Ground and a driving force behind the development of the council offices masterplan, laying the groundwork for an ambitious expansion and transformative project.”
Council Chair & Town Mayor, Cllr Lynnette Easterbrook, later commented:
“It was heartening to see so many people at the Annual Town Forum Meeting, at which our guests both informed and entertained us in turn. I am fortunate to work alongside my fellow councillors and Council officers, who do so much on behalf of Horley residents, and to meet those who enrich the community in different ways. It was a privilege for me to present the much deserved Town Award to Judy Morgan.”
