Reigate & Banstead Development Management Plan Adoption Statement

Notification under Regulations 17, 26 and 35 of the

Town and Country (Local Planning) (England) Regulations 2012 (as amended)

Planning and Compulsory Purchase Act 2004 (as amended)

In accordance with the above Regulations, notice is hereby given that Reigate and Banstead Borough Council formally adopted the Reigate & Banstead Development Management Plan (“the DMP”) on 26 September 2019.

The DMP sets out the detailed policies and site allocations to deliver the Reigate and Banstead Local Plan: Core Strategy in the period up to 2027. The DMP policies replace a number of policies in the Reigate & Banstead Borough Local Plan (2005) Policies and a single policy, Policy CS15, within the Core Strategy. The Borough Local Plan (2005) policies that are not replaced by the DMP are withdrawn on its adoption and will no longer form part of the development plan for the borough.

Mrs Helen Hockenhull, the Inspector appointed by the Secretary of State to undertake the examination of the Submission Reigate & Banstead Development Management Plan, issued her final report on 9 July 2019. The Inspector’s report concludes that, subject to main modifications, the DMP satisfies the requirements of Section 20(5) of the Planning and Compulsory Purchase Act 2004 and meets the soundness criteria in the National Planning Policy Framework.

The DMP incorporates all of the main modifications to the submission version that have been recommended within the Inspector’s final Report. It also incorporates Reigate & Banstead Borough Council’s additional minor modifications to the submission version.

The Development Management Plan (DMP), this Adoption Statement, the Submission Sustainability Appraisal Report (as amended) and the Sustainability Appraisal Adoption Statement, the Inspector’s final schedule of main modifications, and the Council’s schedule of the additional minor modifications, are available to view at:

  • the Council’s website at http://www.reigate-banstead.gov.uk/dmp
  • the Council’s main office at Reigate Town Hall, Castlefield Road, Reigate (08:45-17:00 Mon-Thu, and 08:45-16:45 Fri).
  • at Banstead Library, Tattenham Community Library, Merstham Library, Redhill Library, Reigate Library, and Horley Library.  The opening times and addresses are listed on Surrey County Council’s website at: https://www.surreycc.gov.uk/libraries

Any person aggrieved by the adoption of the DMP may make an application to the High Court, under Section 113 of the Planning and Compulsory Purchase Act 2004, on the grounds that the document is not within the appropriate power of the local planning authority and/or a procedural requirement has not been complied with. Any such application must be made not later than 7 November 2019 (6 weeks after the date of adoption specified above).
