Annual Town Meeting - 26 April 2013

At the Town Meeting held on Friday, 26 April 2013, the Guest Speaker was Kevin Hurley, Police & Crime Commissioner for Surrey. Mr Hurley was elected last November as the first Commissioner for Surrey. He explained his Zero Tolerance Approach to Policing; the Greater Visibility of Street Policing; Putting Victims at the Centre of the Criminal Justice System; and allowing the public a greater say in how streets are policed. In a lively question and answer session, several topics were discussed, including how performance was measured; how his work differs from that of the Surrey Police Authority; and how he is directly responsible to the electorate. In his first six months of office, he explained that he had made several strategic decision, for example, he has put a hold the sale of Police Stations. He highlighted the unfairness of Surrey’s financial burden compared with a number of other counties, and added that he had been in touch with both the Home Secretary and the Chancellor to see if this matter might be addressed.

Other topics for discussion were Smith’s Charity, The Cyril Edmonds Fund, Annual Reports of the Council 2012/12 with updates from the Town Council’s Chairman and Committee Chairmen. Presentations were made to Horley in Spring winners (refer list of prize-winners).

Town Awards were presented to two individuals, Doug Kilborn and Peter Moxley, who were nominated by the public and considered to have given exceptional service and commitment to the town.
