Official Unveiling of Horley Town Council’s Office Expansion & Sustainability Project
Horley Town Council officially unveiled its newly expanded Council Offices on Friday 18 September 2026, marking the completion of a major capital project designed to provide improved facilities for staff, councillors and the local community.

The event was attended by Chris Coghlan MP, the Mayor of Reigate & Banstead, Cllr Nick Harrison, East Surrey Shadow Authority Leader, Cllr Steve Wotton, Horley Town Mayor, Lynnette Easterbrook, fellow councillors, community representatives, local organisations, businesses and residents.
The official event included a ribbon-cutting ceremony, followed by an opportunity for those in attendance to explore the newly extended facilities and learn more about the environmental and sustainability improvements incorporated into the project.
The project has been made possible through a generous grant from Reigate & Banstead Borough Council under the Strategic CIL SIP 2 Scheme, following a successful funding bid submitted by Horley Town Council.
The capital funding was provided through Community Infrastructure Levy (CIL) contributions associated with local development, rather than through the Council Tax precept paid by Horley residents.
The investment has enabled the Town Council to expand its facilities and create additional space, while improving the working environment for staff and enhancing the facilities available to the community.
The project also incorporates a range of measures designed to improve energy efficiency and reduce the building’s environmental impact, while helping to ensure the Council Offices remain a sustainable facility for the future.
The new facilities will also provide additional capacity as the Council prepares for the future, including the potential impacts of Local Government Reorganisation.
Chris Coghlan MP, who presided over the official ribbon-cutting, praised the new community facilities and the work undertaken by Horley Town Council in delivering improvements for the town.

The Council also welcomed local community groups and regular users of its facilities, with the Horley Art Group providing a display of artwork as part of the celebrations.
Horley Mayor Cllr Lynnette, Easterbrook, said:
“The official unveiling marks an important milestone for Horley Town Council. These new facilities represent a significant investment in our town and will provide additional space and improved facilities for our staff, councillors, community groups and residents.
“We are particularly grateful to Reigate & Banstead Borough Council for the Strategic CIL SIP 2 funding which has enabled us to deliver this project without relying on the Council Tax precept paid by Horley residents.
“We are also about looking ahead. By improving the energy efficiency and sustainability of the building, while creating additional capacity, we are ensuring that the Council Offices are better equipped to serve Horley for many years to come.
“I would like to thank everyone who has contributed to the project, from our staff and councillors to the contractors, partners and community groups. It was fantastic to see so many people at the unveiling and to receive such positive feedback from residents and visitors.”
The Council looks forward to making full use of the expanded facilities and continuing to invest in the future of Horley and its community.
