Appointments of Council Chair and Town Mayor & Vice-Chair and Deputy Town Mayor 2025/26
At the Annual Meeting of Horley Town Council, held on Tuesday, 6 May 2025, Members elected Cllr Lynnette Easterbrook as Council Chair and Town Mayor for the Municipal Year for 2025/26. Cllr Emma Fagan was elected as Vice-Chair and Deputy Town Mayor.
Cllr Easterbrook moved to Horley with her family in 1993. Before she retired, she was Head of Student Support at a London College and volunteered for many years as a reader for Tandridge Talking Newspapers for the Blind. She is currently a governor at Trinity Oaks School. She cares deeply about sustainability, community and equal access to educational and cultural activities. She is looking forward to helping Horley to grow as a friendly, thriving and inclusive place for residents and visitors alike.

Cllr Fagan is a longstanding Horley resident and works for City and Guilds as a Business Development Manager.
On accepting her appointment as Council Chair and Town Mayor, Cllr Easterbrook expressed her appreciation and said:
“I’m absolutely thrilled and honoured to have been elected as Chair of Horley Town Council and Town Mayor. It is a real privilege to serve the town I've been lucky enough to call home for 30 years. With local government reorganisation and devolution on the horizon, I look forward to working closely with my fellow councillors, our excellent team of officers and our local authority partners, to ensure that Horley's voice is heard loud and clear in shaping our future.
I’d like to give my heartfelt thanks to Cllr Martin Saunders, our outgoing Chair, for his leadership and hard work over the past two years. His commitment to Horley and the enthusiasm he brought to the role have set a shining example. I am delighted to be working closely with Cllr Fagan, as we continue to support the residents of our vibrant and growing town.”
Cllr Easterbrook added that she aimed to build on the excellent work of her predecessor, expressing gratitude for the significant contributions and hard work by Cllr Saunders and Vice-Chair, Cllr Tom Turner that has led to many triumphs for the Town Council.
In her concluding address, Cllr Easterbrook congratulated Cllr Fagan on her appointment as Vice-Chair and Deputy Town Mayor and wished her every success and fulfilment in the role.
On accepting her appointment as Council Vice-Chair and Deputy Mayor, Cllr Fagan said:
“I’m honoured to have been elected Vice-Chair and Deputy Town Mayor. I’m grateful to my fellow councillors for their support and trust. I look forward to supporting Cllr Easterbrook over the coming year and to continuing my work on behalf of all Horley residents.”
At the first meeting of the Municipal Year, all Members were appointed to the main Committees, and Sub-Committees. Committee Chairs and Vice-Chairs will be elected at the first meetings of these committees respectively.
