RESOLVED: that the apologies received from Cllrs Chester, Hudson and Saunders, be accepted.
P 7887 Disclosable Pecuniary Interests and Non-Pecuniary Interests
It was declared that Cllr Easterbrook has a non-pecuniary interest in 25/00257/F Stonyhurst, 1 Oakwood Road, Horley, Surrey RH6 7BZ due to the proximity to her home.
It was declared that as Cllr Blacker is a member of the Reigate and Banstead Borough Council Planning Committee, the views expressed by him at the meeting may change.

P 7894 Highways and Transport Matters
It was reported that the proposed student bus travel solution has been agreed with Metrobus and a system will be set up in due course, date to be confirmed.

P 7895 Horley Sewage Treatment Works
Cllr Wotton updated the committee on the meeting with Thames Water (TW) on 28 March 2025.
TW updated the Town Council on the problems which are causing the flooding. The pipes from the storm tanks to the river had not been properly investigated. There was a blockage caused by a tree root and the pipe narrowed towards the river causing reduced capacity.
The inlet pipe did not have sufficient capacity, hence the flooding into Lee Street. A plastic barrier has been installed there as a temporary measure.
The timeline for improvement works has been extended to anticipated completion in 2028 and handover in 2029, at a cost of £37m spend across the River Mole catchment area.
Once the presentation slides have been received, these will be forwarded to all Members.
Cllr Fagan will be new the representative at Westvale Residents Association.
